Overview of the LIFE programme
The LIFE programme (L’Instrument Financier pour l’Environnement) is the EU’s long-standing funding programme for environment and climate action, operational since 1992. With a total budget of €5.43 billion for 2021-2027, LIFE directly contributes to the objectives of the European Green Deal and the EU’s target of climate neutrality by 2050.
LIFE focuses on implementation, demonstration and deployment. It supports projects that deliver measurable environmental and climate impact, accelerate implementation of EU policies and enable replication and transfer of solutions across Europe. Projects that succeed develop, demonstrate and promote innovative techniques, methods and approaches, as well as the application of best practices with clear EU added value.
LIFE projects are expected to deliver tangible environmental and climate benefits, supported by robust indicators, and to demonstrate how results can be replicated, transferred and sustained beyond project's duration. Typical projects are therefore close to market and require relatively strong technical credibility, stakeholder engagement and a clear pathway to long-term impacts.
The programme is managed by CINEA (European Climate, Infrastructure and Environment Executive Agency) and is structured around four thematic sub-programmes covering nature, circular economy, climate action and clean energy transition.
What does the LIFE programme support?
The LIFE programme funds projects that turn policy objectives into action. Projects are evaluated based on environmental or climate impact, credibility, scalability and long term sustainability..
Nature and biodiversity
Projects safeguarding habitats and species, restoring ecosystems, implementing the Birds and Habitats Directives, supporting Natura 2000 network, tackling invasive alien species and supporting the EU Biodiversity Strategy with actions benefitting landscape biodiversity.
Clean energy transition
Actions accelerating energy efficiency, renewable energy uptake, skills development, citizen engagement, policy frameworks and investment project development supporting Europe’s clean energy transition.
Circular economy and quality of life
Solutions advancing circular economy, waste prevention and resource efficiency, recovery and reuse of materials from waste, and zero pollution actions addressing air, water, soil, chemicals, noise and industrial emissions. Also, projects linked to New European Bauhaus and supporting environmental governance and capacity building.
Climate change mitigation and adaptation
Innovative climate mitigation and adaptation solutions covering emissions reduction, energy efficiency and decarbonisation across transport, land and water, nature‑based resilience, carbon removal and capture, and the adaptation of buildings and infrastructure, supported by advanced tools and policies for cost‑effective climate action and health.
Who is eligible?
The LIFE funding is best suited for projects delivering measurable environmental or climate impact which bring added value to the EU. The project stage can vary from demonstration, implementation to close-to-market deployment.
Funding type
Grant: typically, up to 60%, higher for certain kinds of projects for Nature & CET (LIFE Clean Energy Transition) topics (Nature 67%/75% depending on the degree of priority habitats/species targeed and most CET topics 95%).
Eligible entities:
A public or private legal entity registered in the EU or an overseas country or territory linked to it, third country associated to the LIFE programme; or a legal entity created under Union law or any international organisation. Organisations can be e.g.

Large enterprises
Public authorities
Research organisations
NGOs
Utilities and infrastructure operators
Eligible countries: All EU members states and some other third countries such as Iceland, Moldova, North Macedonia, Montenegro and Ukraine.
What evaluators really look for
This is where many LIFE funding proposals fail. Evaluators assess projects based on:
Relevance: Clear alignment with LIFE objectives, EU policies and the selected call topic.
Impact: Ambitious, credible and quantified environmental or climate impacts, including sustainability, replication and transferability beyond the project.
Quality: Feasible implementation plan, strong consortium and stakeholder engagement, sound monitoring and dissemination strategy.
Resources: Appropriate team, realistic budget, value for money and consistency between activities and costs.
Strong project ideas lose points when:
- Impact and baseline are not quantified or clearly justified
- Replication and transfer are treated superficially
- Stakeholder engagement is weak
- Budget logic is unclear or inconsistent.

Preparation time:
