The European Defence Fund (EDF) supports collaborative defence R&D projects, strengthening European defence industrial competitiveness and strategic autonomy.
European Defence Fund (EDF)
The European Defence Fund is the European Union’s flagship programme for supporting collaborative defence research and development projects. Managed by the European Commission, the EDF strengthens Europe’s defence capabilities, technological sovereignty and industrial competitiveness. With a total budget of approximately €8 billion for 2021–2027, the EDF co-finances multinational defence R&D projects involving companies and research organisations from EU Member States and associated countries.

What does EDF support?
The European Defence Fund (EDF) is an EU funding programme designed to foster cooperation among defence companies and research organisations across Europe. EDF is also contributing to the competitiveness and innovation capacity of the EDTIB (European Defence Technological and Industrial Base) and reducing the fragmentation in Europe's defence landscape.

Who is eligible?
Projects looking to apply for EDF must involve cooperation between entities established in different Member States. In the EDF, the final ownership of the participating organisations must be in the EU or Norway. Alternatively, the organisations must receive guarantees from their national authority (e.g. Ministry of Defence) to be eligible for funding if the ownership is outside EU Member States or Norway.
Funding type:
Grant: 20-100% depending on the type of action (research or development) and activity types of the project.

- Mid-caps
- SMEs
- Research and technology organisations
- Universities
EDF funding characteristics
The focus is on collaborative defence R&D in strictly defined topics, with the only exceptions being SMEs, SMEs & research organisations, and disruptive technologies (DIS) calls, for which the consortium can propose any topic.
Multinational consortium is mandatory and new cross-border cooperation is one of the evaluation criteria.
Co-financing rates vary depending on project type and bonuses
Success rates are still relatively high in development actions (DA), but the research actions (RA) and SME topics are highly competitive.
What evaluators really look for
There are many reasons why an EDF funding proposal fails. EDF proposals are evaluated based on:
Scope and functional requirements: The project concept needs to fulfil the scope and functional requirements given in the call text.
Contribution to defence capability: Relevance to EU defence priorities and capability development plans.
Innovation and technological excellence: Degree of technological advancement and breakthrough potential.
Cross-border cooperation: Strength and complementarity of the consortium.
Industrial competitiveness: Contribution to European defence industrial competitiveness and supply chain resilience.
Common weaknesses include:
- The consortium does not fulfil the minimum requirements (typically 3 separate organisations from 3 different Member States or Norway).
- Annex documents / SME self-assessments are not submitted or they are not adequate.
- No creation of new cross-border cooperation.
- The Work Package structure does not follow the EDF rules.
- No real R&D activities, rather using COTS products.
- The concept is not fulfilling the requirements given in the scope and functional requirements of the call text.
- In DA topics: not enough co-financing and/or documentation from the Ministries of Defence

co-financing need to take place as early as possible.
